The interim government has finalized the draft of the “July Declaration,” a landmark document aimed at providing constitutional and legal recognition to the historic July mass uprising that led to the ouster of the previous government. The declaration is set to be presented to the nation at 5:00 PM on Tuesday, August 5, 2025, according to a handout released today by the Chief Adviser’s Press Wing.
The announcement comes after months of discussions and negotiations among various political parties and commissions. The July Declaration, also referred to as the “July Proclamation,” is regarded by its supporters as the official declaration of the July Revolution, intended to unify the nation around the movement’s core values of anti-fascism, democratic resurgence, and state reform. It is expected to outline a new political framework and advocate for a restructuring of the constitution.
The proclamation will be read out at a public event on Dhaka’s Manik Mia Avenue, which will host day-long festivities to mark the first anniversary of the popular uprising. The announcement will take place in the presence of Chief Adviser Professor Muhammad Yunus and representatives from the political parties and stakeholders involved in the mass movement. The event, which will be organized by the Ministry of Cultural Affairs and the Bangladesh Shilpakala Academy, will include musical performances and a special drone show.
The idea for the declaration originated with the student-led Anti-Discrimination Student Movement and the Jatiya Nagorik Committee, which had initially planned to announce it themselves. However, the interim government later took on the responsibility, seeking to build a national consensus on the document. While key political parties like the BNP and the National Citizen Party (NCP) have agreed to the declaration’s core principles, some disagreements persist over whether the entire declaration should be incorporated into the constitution or if a reference to the July Uprising would suffice.
The July Declaration is considered a pivotal step in the country’s ongoing transition, aimed at formally acknowledging the revolution and setting a new course for the nation.
