BEZA, ADB ink deal to install solar power plant at NSEZ

The Bangladesh Economic Zones Authority (BEZA) today signed a Transaction Advisory Services Agreement (TASA) with the Asian Development Bank (ADB) to facilitate the establishment of a Ground Mounted Solar PV project (100-200MW) within the National Special Economic Zone (NSEZ) on a Public-Private Partnership (PPP) basis. A related summary was also signed with the Economic Relations Division (ERD).

The signing ceremony, held at the BEZA conference room, was presided over by BEZA Executive Chairman Chowdhury Ashik Mahmud Bin Harun. Attendees included ADB Country Director Hoe Yun Jeong, along with representatives from the ERD, Power Division, Bangladesh Power Development Board (BPDB), and the PPP Authority.

This agreement marks a significant stride towards developing the NSEZ as an environmentally friendly and sustainable “Green Economic Zone.” Under this partnership, a project integrating 100 to 200 MW of solar photovoltaic (PV) generation with a battery energy storage system (ESS) will be implemented in Sonagazi Upazila, located in the Feni portion of the NSEZ.

Notably, this initiative will be Bangladesh’s first solar power project to be operated under a Public-Private Partnership framework. Its implementation will adhere to the recently published Renewable Energy Policy-2025, which aims to significantly boost the country’s renewable energy production.

BEZA Executive Chairman Ashik Chowdhury hailed the project as a “milestone for BEZA and the Bangladesh government,” emphasizing its pioneering nature as the country’s first solar project within an economic zone developed through a PPP framework. He further noted that, in addition to ADB’s involvement, a special committee has been formed to ensure effective inter-ministerial coordination for successful implementation.

He urged ADB to expedite the necessary studies for the project’s swift execution and to present the findings to both domestic and international investors. Chowdhury also highlighted that this initiative represents a crucial step towards achieving the government’s declared goal of “Zero Net Carbon Emissions.” He reiterated BEZA’s commitment to fostering industrialization and investment expansion while rigorously ensuring environmental protection.
