Moin Uddin Ahmed new CEO of BPPA

S. M. Moin Uddin Ahmed, an Additional Secretary to the Government, has been appointed as the new Chief Executive Officer (CEO) of the Bangladesh Public Procurement Authority (BPPA). He officially assumed the role on Sunday.

Prior to this appointment, Mr. Ahmed held several significant positions across various government divisions and ministries. His extensive career includes serving as Additional Secretary to the Energy and Mineral Resources Division, Joint Secretary to the Ministry of Public Administration, and General Manager of the Bangladesh Forest Industries Development Corporation. He also held roles as Deputy Secretary to the Technical and Madrasa Education Division, Ministry of Education, and Secretary to the Land Appeal Board.

Mr. Ahmed’s experience extends to critical public financial management reforms. He worked on lien for two years as Program Executive and Coordinator for the Strengthening Public Financial Management Program to Enable Service Delivery (SPFMS) of the Finance Division. Furthermore, he was deputed as Additional Program Director (Deputy Secretary) to the Public Expenditure Management Strengthening Program (PEMSP) of the Finance Division under the Ministry of Finance from June 4, 2017, to October 13, 2019. Earlier in his career, he served as Senior Assistant Secretary in the Finance Division from November 2007 to October 2012.

Throughout his career, Mr. Ahmed has been instrumental in strengthening Bangladesh’s Public Financial Management (PFM) system. His notable contributions include the implementation of iBAS++ in all pay points, as well as playing a key role in the formulation and implementation of the new Budget and Accounting Classification System (BACS). He also spearheaded the implementation of iBAS++ across all SAEs, CGDF, the Railways, and the Postal Department.
